I am using Drupal 6.22 and Views 2.16
See this are the various Views modules

My problem is that I cannot see the Optional checkbox while defining the exposed filters

Earlier I was using an older version of Views and then upgraded to a dev version and the problem started, after upgrading to the current stable version the problem did not solve
Similar issue http://drupal.org/node/1350790, I dont use that module
Any suggestions are most welcome

I have the same problem. I updated to Views 6.x-2.16 and all my views that have exposed filters do not work any more because the exposed checkbox is no longer there.
Any suggestions/patch welcome.

The optional checkbox was removed for 'string' filters because strings are always technically optional.

Unfortunately, you used the phrase "do not work" but did not describe in what way they do not work. I am unable to read your mind.
