Issue Summary

This issue was first split off from #538904: D8UX: Redesign Modules Page

Packages are making the modules page harder to scan, and over time will become less and less useful. This is an issue to remove them.

The last submitted patch, remove_pakages-1371524-1.patch, failed testing.
