Non-existing validate callback ideal_form_validate_transaction_amount_minimum()

ideal_form_validate_transaction_amount_minimum() was set as a validate callback in ideal_form_process_transaction_amount(), but that function was long since removed form the code.

The lines responsible for setting this callback have been removed.

Fixed and committed to 7.x-2.x-dev.
