Issue Summary
Where is the "add gallery" button? Is there a link that I can have my users go to in order to create one? At the moment, I can't see any way to add a gallery. I downloaded the latest version which I believed would fix this, but it doesn't. Please advise.

Have you allowed a role permission to create an IMCE gallery?

Yes, I have allowed my admin to create a gallery in the module permissions. I see the "My Gallery" tab on the account, and underneath that "This gallery is currently empty."
I don't see any "Create Gallery" links anywhere, though.

I could never find the button, but did find via a separate drupal install what the link is:
/imce_gallery/add
