Nothing inserted in term_node_user without administer taxonomy permission (tax access enabled)

Currently I'm migrating one site from 4.6 to 5.1, this module is one of the new ones I want to use dut there seems to be a bug or an interaction (with taxonomy access control maybe).
The module works ok if used by an user with "administer taxonomy" permision, but if an user without that permision add a tag the module inserts the tag in the taxonomy but not in the term_node_user table. This results in the term shown grouped with the regular taxonomy terms and not in "My tags" section.

I've tried giving the user full taxonomy access control permissions for the vocabulary, but the module only works as expected if the "administer taxonomy" permision is asigned to the role.
