Bug possibly related to Panels/OG Panels where the default pager settings for a View pane is overridden in the pane settings. The user is only ever able to view Page 1 of the pager.

Offending page has been reset to use the default pager and now fine. No obvious bug at http://drupal.org/project/issues/og_panels but this may be worth more investigation
