Problem/Motivation

In the Edit shortcuts page, I could not drag shortcut link from disabled section to enabled section using Keyboard. I could able to drag shortcut link from Enabled section to Disabled section.

Steps to reproduce the bug:

  1. Access Edit shortcuts page
  2. Click Tab until you reach the handle of shortcut link in the disabled section
  3. Click Down arrow, the item will move
  4. Click Up arrow, the item will not move to Enabled section, it will move to top position in the disabled section.

Proposed resolution

The shortcut link should move to Enabled section through keyboard event.

As per the comments #7, #8 of Dragging and dropping a shortcut from disabled to enabled doesn't switch the status if the dragging happens fast, closing this issue as duplicate.
