Block titles not appearing

I just upgraded from 4.7.5 to 5.1 and My issue is that the block titles for custom blocks are not appearing , I check the blocks and the "Title" field is populated. However no matter what theme i use or where I place the block the title refuses to appear

Does anyone know what may be the issue
