OpenID bypasses profile registration fields

When you select certain fields to be enabled on the registration form and required (for example, legal agreements), openID allows you to bypass this. Ideally, I guess the way this would work is when the authentication is complete, if the user is being created on Drupal's side, display a form like "Please continue your registration here" and display the fields.
