Default subject and letter don't get translated

Issue Summary

Since the default subject and letter for the email notification is set in the .install file they do not get translated. This means folks using another language have to translate this themselves and save the setting before they get a usable email in their language. Need to pull that back out of .install and set the default in the variable_get.
