On a block edit form, the vertical tab for the javascript libraries settings should display the names of selected files [#1375232]

Adding a list of selected files to the vertical tab allows block editors to quickly determine if the block has library files associated with it.

This patch adds support for displaying the selected files in the javascript libraries vertical tab within the standard vertical tab UI model.
