Skinr disables Edit/Delete from Contextual Link drop downs

Acquia Marina theme. Drupal 7.9.

With Skinr and Contextual Links enabled, the Edit/Delete cog drop downs are not showing in the block and main content areas. When Skinr is disabled, the Edit/Delete cog drop downs are showing. Cog only shows Configure and Edit Skins on blocks and only Edit Skins on main content.

I'm not a programmer so have not customized any CSS or PHP code.
