The current Comment Notify has to use the a patch and require some additional work which confus me a lot. Can it be upgraded as a ready to work module so that we can simply install and run?

Sorry, The 5.x version will STILL need a patch of 3 lines in comment.module, because that module still not supports a "publish hook" as we requested it
but these 3 lines are really a lot easier to patch
