warning message - voting actions

I am using drupal 5.1 and I got stuck at number 10 from the install.txt.
The install.txt says:
10) Goto SITE_URL/admin/voting_actions
* Under action set name, enter in a field "Promote node to front page"
then press save.
When I click on save I gethis this error message:
