The idea of this module is to make it possible to monitory states and make them events for consumption by Rules. This allows one to do things like have a daily alert if there are unmoderated comments.

Some ideas for a project name (Human (machine)):

- State Rules (staterules)
- State Rules (state_rules)
- Rules Monitor (rules_monitor)
- Daily Alert (daily_alert)
- Daily Alerts (daily_alerts).

This will have to be determined before asking for full project status.

Leaning toward rules_monitor, fits with the "rules" way of naming stuff...
