Is it possible with simple access to display content only to anonymous users? i.e. I have a page that I only was visible if the user is not logged in.

Select "anonymous user" in "ACCESS GROUP" of Access Tab while creating new page. In case of existing page edit permission for that.

My experience with that is a logged in user can still see the page (and the menu items).

You need to select only "anonymous user" , then it will work
