it looks like a spammer got how to pass signup mechanisms or he creates new users and then let them spam

That is spammer! i think that drupal should creates new link for users reports and auto deleted or blocked spammer!.

This spammers keep ruin the forum. Nothing to do about it? Who takes care of this and has they seen my posts?

the webmasters take care of the spam and we do the best we can. For some reason there's been a lot of spam from vietnam (thus the non english characters) lately, but otherwise drupal.org is pretty much spam free.

We're working on additional spam fighting measures, but in the meantime you can always report it via http://drupal.org/project/issues/webmasters.
