voting_actions 5.x-2.0b1

Beta release of a major new release for Voting Actions. Features support for a broader range of user-defined action sets, module-defined sets, importing and exporting action sets ala views, plugin 'conditional' checks to integrate third part modules, and so on. Still needs testing, especially the 4.7 to 5 upgrade path, so don't use it yet on a live site.
