I would use this module with Access by Term to build something like Google+ Circles. Each user should set own terms to own content and to site members.

So...
1) users should only see/ access own terms
2) different user can use the same term (for example a circle "friends" maybe used by more than one user)

It seems to work with duplicate terms from different users. Other user can't autocomplete foreign term. Duplicate term use the same term id (no duplicate db entry required). So far so good :)

With Access by Term I have some permission problems (access denied to also to own content). I'll do some more tests to verify...

Restrict access to foreign terms would be necessary to use it with ABT for user based content permissions.
