Published, but not in the homepage

Currently the queue module just allows to decide between promoting a node to the homepage or unpublish it. Nodes with an amout of points between these two levels are kept in the queue.

Sites really sensitive about unpublishing contents but also very strict promoting content to the homepage may end up with a huge queue of nodes that obtained (for instance) a lot of votes "0".

In order to avoid this some parameters could be added to the current ones:

- Maximum number of votes (not points) to take a node out of the queue (i.e. when a node gets 10 votes without being promted nor unpublished, it goes out of the queue, being simply published but not in the homepage). This is useful for sites that have a well defined number of users with permissions to vote in the queue (i.e. an online magazine with 5 editors).

- Maximum number of days a node can be voted (i.e. if a node lasts 1 week in the queue withouth being promoted or unpublished, it goes out of the queue). This is useful for sites with users hat are not (yet) used to use the queue. Also useful to make sure that any node in the homepage is as fresh as you want (i.e. setting a 24h period to be promoted or not).
