Exclude some authenticated user roles

Issue Summary

I'm trying to prevent site administrators from having to see better message. However, I want other kinds of logged in users to see the message. The permission settings aren't enough to prevent admins from seeing the better messages because they are considered to be an authenticated user.

Here is a patch to handle this issue.

It adds a new setting to allow certain roles to be excluded from seeing better messages.
