I have existing website with english, with drupal version 5.1.now i
like to add new language to that website.
please guide me how to do?
i have tried locale configuration.but iam not bale to see any output as
desired.please help me ..it is urgent . i want german language to add
.please help me.. i need guidance to perform the process

added localizer,but flags are not displaying
As you helped me, i have configured localizer with views .translation everything is working.but language flags are not displaying on the front page .please help me to proceed.

Internetionalization and/or
Localizer (localizer has to be 1.7 though 1.8 is unstable be careful when downloading since default download is 1.8 go to localizer's releases and look for 1.7 http://drupal.org/node/98936/release)
Don't install both at the same time - they cannot work together
if you have have visitors already seeing your site
I would recommend to create a test server and have everything working there first
(maybe on local machine using XAMPP)

This is a support question and it involves a particular module
The way to go is:
the support/bug queue of the particular module (Localizer or Internationalization) might have your answer
if it does not post a support request and a knowledgeable person will probably help you, support questions in the forums usually get overlooked
One more thing to remember is: you have to be more specific in your answer, that way you stand a much bigger change of your question to be answered. (For example, What steps you took to install, What modules did you enable, where have you gone so far, where do you get stuck ?)
Also please don't post the same thing twice in the same thread, it only creates more clutter.
Possible solution if its localizer:
1) you need to "add" "enable" it and "import" one more language in configuration of locale (admin/settings/locale)
2) in the localizer configuration among other things you have to enable:
a) "Support for different contents types" (at least for one content type)
b) "Multilingual content support"
3) in the "site building" > "blocks" (admin/build/block) enable "Language" and/or "COntent Language"
4) in user management > access control (admin/user/access) give the right permissions to the right roles in "localizer module"
(access usually to everyone and administer to the authenticated users)
Every node that you enabled on step 2a should now have a translation tab

i have posted several questions in help page.but i did'nt get any response till now.please help me
It seems like you did not read my post
1. No matter how urgent it is your problem you have to be polite and when one offers you a solution, READ IT before posting another question.
2. Everyone here is a volunteer, and does asnwer questions in their own time ...
3. If you are using a specific module, search the specific module queue and if you find nothing, open up a NEW support request without posting the same question over and over in every possible thread (as your tracker shows http://drupal.org/user/121824/track ).
4. you never stated what module you installed, at least not to me ? (Localizer or Internationalization)
5. did you follow the steps I gave you ? #3 and #4 is probably the solution to your problem.
PLEASE READ the step of my previous post solution IF YOU ARE USING LOCALIZER and focus on #3 and #4
but check that you did correctly all other steps
If you do post another question state clearly all the steps that you took ...
