Comming from #735900: Deleting module's blocks when module is uninstalled

Blocks could be customized per role but aggregator does not take this into account when deleting blocks

See #1227966: Dynamically-defined blocks are never removed from the site, even when they disappear from hook_block_info(), I think I'd rather do that then mark this duplicate so that we can stop modules from having to touch these tables at all.
