taxonomy parent isnt being updated

guessing this must be a known bug; but havent seen it listed here yet..

- i edit a category and mod its parent
- i see the change in the cat_hier table; but the tax_hier table is untouched.

I am guessing must be a combination of issues (like maybe that have multiple containers enabled??) since this is too obvious a bug to have not been spotted.
