Adminstrate Subscriptions for Users

It seems to me that the current version of Subscriptions Module (for Drupal 4.7) cannot let the administer to administrate users' subscriptions. A web site may want to have the control on what content a user can subscribe, say base on certain category.

are you sure you don't have this in administer -> subscriptions ? or administer -> settings -> subscriptions ?

where you can omit content types as well as vocablaries >?

On individual bases

Yes. I have administer -> settings -> subscriptions. But it doesn't get me the power to control user subscriptions by vocabulary on individual bases. For example, I want user John to subscribe every post related to vocabulary "ABC", while user Alice to subscribe every post related to vocabulary "XYZ". And only the administer can grant such right, not users.
