If I choose "Require e-mail verification when a visitor creates an account." option in account configuration, can it bypass the email verification step if the user registers with an OpenID account? Because OpenID providers already has the email account verified, I don't want to verify it again to get better user experience. However for traditional username/password registration, I still want to verify email address.

This behaviour happens in Drupal core's OpenID module. It doesn't have anything to do with the Javascript OpenID Selector.

So - I'm changing the Project of your issue to project "Drupal Core", component "openid.module".

That should be the correct place to ask your question.

Just so you know, since you are requesting a new feature, it probably not be released until Drupal 8.
