Is there a way to prevent people from assigning a new content item to a root taxonomy category?

For instance, if I have the structure:

Images image edit vocabulary add term preview form
General Images (edit term)
-- Misc Images (edit term)
-- Story Images (edit term)
-- Travel Images (edit term)

I'd like for people to not be able to assign a new image to General Images.

Make sense?

I would love to know if there is a way to do this as well. Anyone have any thoughts?

I can think of a possible hack, where you modify the theme for the content creation page, but it would take a while for me to figure it out. If no one else has any tips I will post back here with my hack in a while.

I want to be able to do this, but more generally. For example, I have a term called "Site Changes" and I want to allow only a certain user role (administrators, for this example) to create nodes in that term.

Is this possible yet?
