* Add a 'Point-Based' Discount Mode, per point for how many dollars, in contrast to the default currency based mode.
* Let administrator choose what mode do they want.
* Add a 'access uc_userpoints_discount' permission.

All right. Why I have to do this patch is, in Taiwan, TWD$1 buy nothing but a 1 minute public phone call. In original discount mode of this module, the logic of "many points for 1 dollar" is useless in Taiwan, "1 point for many dollars", by contrast, is more useful.
