Editing revision publishes it

This may be how it's intended to work, so I'm not 100% if it's a bug or not... but here is what happens.

User1 edits a node, it goes into revision moderation.
Admin1 sees the pending revision, clicks on it, has the option to Publish, Edit, Delete. Decides to first Edit it.
The node is then set to "Published".

Desired workflow would be after editing, Admin1 would still need to click "Publish revision" before it actually publishes.
