Issue Summary
As far as I understand, a newsletter content is filtered based on the node published date, so only the most recent information is released in every new issue by comparing to the cutoff date - which is updated after every scheduled sending.
I would be glad to get some more precise information about this filtering:
- Is the "Sticky at top of lists" attribute taken into account?
- is creation or update time that counts ?

Use case:
the newsletter is used to publish information from a scientific organization.
Sending the delta news from the last issue perfectly fits for releasing new articles.
However, this is not appropriate for events where the needs is to publish the coming events based on their date field, which as nothing to do with the published dte.
For this, we simply need the possibility of not filtering information based on the node publish date, allowing a View to determine by itself what to publish.

OK, I see.
Just define views that select the appropriate content for the preferred period and forget the automatic selection handling by Sunmailer.
If you don't specify any filters, Sunmailer takes the published date as the criteria
