Revised the issue title to hopefully help explain what I think this means.
This issue is pretty old, but I have duplicated this in 6.x - if you do not have a "thank you" page, when you submit the form, the status line says, "Your question was submitted" and Drupal displays the form for taking a new question. Might not be what one expects, but it is probably working as designed.
I'd suggest marking this closed (works as designed) and possibly add a new feature request issue to put something on the admin screens to recommend more strongly that admins create a thank you page to avoid showing the empty form after a question gets submitted.
It might be nicer UI to not display the form again, but maybe to link to it as a "submit another question" option on form accept.
