On save, the _office_hours_mil_to_tf() function gets an array with 'hours' and 'minutes' element keys instead of a string. The attached patch returns the proper time in this case.

I cannot reproduce this error on latest D6 version of 2011-Oct-18.
Which version do you use?
"On save", you mean saving a node, or saving the field settings?
