Hi
I had these links working normally on a site updated from D6.22 to D.7.10. For some reason, I had to re-do the upgrade.
Since then, those links will not appear, in spite of using same or other themes, re-installation of the skinr module & clearing of the cache.
I do not quite understand why.
How do I get them back? I have the same theme on another D7 site where they function normally.
I also have the SAME modules I had before!
Does it need some other module to function?

Can you list the modules enabled on both sites: the one that works, and the one that doesn't?
Make sure you have the contextual module enabled, and the appropriate permissions granted for it and Skinr.

I was trying to see which modules I had carried over that I could eliminate & contextual links was one of them.
So the missing links are back. ;)
