Quote me on this. The forums in the image dont need to be created as pictured. Thats simply a picture to illustrate an inner(non homepage) page. The body area for the inner pages must be created with panels. I want a theme created from PSDs, not an entire website.

There are a lot of companies
There are a lot of companies that will convert your PSDs to a Drupal theme for as low as $200. I don't think you can beat that in terms of price (not sure of quality), especially on paid services, where most people are upwards of $50-$100/hour.
