Follow-up from #1391850: Fatal error when Solr server is not available on non-search pages that are showing facet blocks

We should allow the user to select a search page to be used in conjunction with the facet blocks (optionally) displayed on non-search pages. This would make more sense then associating them just with an environment.

Marking as duplicate of #1397526: Add an option to select which search page facets link to when displayed on non-search pages. This issue was posted first, but I didn't see it and the other one now has patch history.
