Running latest on 7.x dev(dated 1/2/2012) login button goes to login form, not pop up. Tried resetting and clearing cache with no affect.

Put login block into sidebar and you will see popup.
It done this way for people without js: they will see login block in the sidebar. Others will see it in popup.
