Currently the owners of user-private reports are only given access to the "General Settings" fields in the "Report Settings" section. It would be good to consider the implications of opening up all the settings to these users. I'm wary of letting these users add the report to the navigation menu, or to have the report delivered by email to any given address, but there may be smart ways to do this. This issue is the place to discuss these concerns.
