Context Show All Regions does not respect Context Layouts

Context Show All regions does not respect when you are in a context that is using a context layout. I am working on patching it so that when in a context that has enabled context layouts you will only see the available regions for that layout.

Additionally the module also hides / breaks the drop down for context layouts from showing in the context editors. I am going to correct this as well.
