For the past several months I've had a spammer with an IP of 195.175.37.6 signing up on my site for a user account. Googling both the IP address and username (naremannn) show this to be the work of an unadultered spammer using an open proxy or zombie computer (thanks wikipedia!) .
My site is set up so that users must be verified by me before they have posting capabilities, so I haven't had to deal with this @$$#0!*'s spam, but anytime I delete the account, it seems like he reapplies for an account within a matter of hours if not minutes. Sure I could let the account sit there with "blocked" status, but I like to keep my users list clean.
I know that via "administer>logs>top visitors" I can ban visitors; unfortunately naremannn's IP isn't on my top visitors list.
How can I ban this IP address?

Access Control
Go to Administer -> Access Control -> Access Rules and add a new rule that denies this host.

You can also block an ip from your host cPanel:
First, go to your sites admin/reports/visitors to see a list of visiting ip's.
Then, google an ip lookup to see where the ip's are coming from.
Login to your webhost cPanel and click ip Manager. Enter in the offending ip to block it from the site.
