I am sure this is a very stupid question, but after 2 days of searching I can't find what I am looking for.
I need to create a footer menu that has 4 parent items arranged horizontally each with expanded children beneath them.
have to mirror this example from a joomla build - the example is a static html joomla
module but I would like to create the same thing using Drupal menus.

what am I missing?
