In the entity fields overview\admin page link "validate" as long as "edit" and "delete" links should not be displayed when field instance is locked.

Locked field is a field that could not be deleted. User could change its settings, also could add validation for it.
Another issue about locked field http://drupal.org/node/806102 in drupal core.
So we do not need to hidde validate link for locked field.
