Location and Submit Fields Missing

I have enabled all fields for a taxonomy and moved them into their appropriate fieldsets and tabs. When managing the fields, the location fields (based on the location module) and the submit button are missing from the form. If I reset the fields they reappear where I dragged them prior to the reset (save and location fields are visible). However, if I resave the manage fields page without managing the form display and adding all the fields back, everything gets changed back to it's original state.
