'Chat with translator' link is built with wrong contract id

The 'Chat with translator' link on the Manage Translators form is unreliable as it's built using a single contract_id for each language.

While the individual contract ids can be obtained from the ICL xml feed, they are currently ignored.

Attached is a patch which associates the proper contract id with each translator, and subsequently builds the chat links correctly.
