Howdy!
I've got some custom blocks.
Admin (user 1) can edit them just fine.
For other users - who do have the "administer blocks" permission - the "block body" field does not appear on block configure page.
All the other fields appear and are editable. WTF?!
Any ideas? These are normal custom blocks.
I've got i18n installed, which has caused me trouble in the past with things becoming invisible, but i have the blocks translations module disabled...
Thanks!

custom visibility
are you referring to the user specific, role specific, and page specific visibility settings for the block?
these affect where the block is displayed on view pages and for whom. that's not my problem. all users can view the block in the correct place.
my problem is with the admin/build/block/configure page. users with adminster block permissions are not presented with the "block body" textarea on the configure form. all other settings are available. for some reason the form is failing to build correctly.
here's a comment from someone with the same issue (in a thread about a million other block issues): http://drupal.org/node/37011#comment-67381
i guess i'll file this as a bug against the block module.
filter settings
okay, i'm dumb.
my custom block was set to a filter that the user did not have access to. giving the user access to the filter, or giving the user administer filter privs, fixed this.

What Filter Settings
Can you please share what filter settings you changed in order to edit the body text of the footer?
I have tried configuring the VISIBILITY settings: Pages, Content Types, Roles, Users for a custom footer block and I am still unable to edit the body text.
Block Body field still missing
Did anyone answer the last poster's question? Which filter exactly was changed to fix the original poster's problem? I have full permission to everything and do not have a "body" section when I configure blocks. Please help!!!! Thank you!
