This patch fixes:

1. permisson typo ("adminster" -> "administer")
2. makes missing strings translatable.
3. fixes some Drupal coding style bugs.
4. fixes some SQL quotation bugs.

Add this to a 4.7.x-dev branch against current HEAD, please. With a 4.7.x branch i will be able to commit the German translation for 4.7.x.
