Settings path is still at d6 admin/settings

Patch changes it + changes it to a local task off of coder, and changes title from "Code tough love" to "Coder though love". Not sure if this is desirable or not.

(p.s. dsm is a bit confusing, why not return array('#type' => 'markup', '#value' => t('Blah blah pecl librariy which is that spell checker library blah blah'));?)
