Can anyone offer suggestions on getting a nice horizontal nav bar - like the one on this site up and running?

It's all in the theme...
So get one that has a horizontal link bar... It will by default be associated with the "Primary Links" I think.. So you can use the primary links to manage whatever you need to.

Try jstools menu. it has nice sliding effect.
