Add the Front Page tag settings to the Site Information page [#1406046]

Add a mirror of the Front Page tag settings to the Site Information page, though once #901764: Re-add easy support for front page meta tags is implemented the fields should only show if that option is enabled.

Moving this to the Metatag module, as it'd still be a useful feature to have.
