recrit did a quick fix. So every thing works fine so far.

As you can read in the prior post the user gets after the payment via WPS an error message like:

The requested page "/checkout/58/payment/return/dVeJae4zd7_snFr8jVPIF3eIwHhL9TaeAFFDHOUlZbE" could not be found.

But at least the file license has been granted and the user find his files ready to download.
Still the error message should disappear.

Now I did try the WPP procedure. I followed the instruction and set up all api information at my paypal account.

My server was cURL enabled.

Either way the anonymous and the login user gets the error message:

We encountered an error processing your payment. Please verify your credit card details or try a different card.

I did try another card with the same result.

May it help you to find the failures I´m attaching some log messages.

I did try the latest dev version of the commerce and commerce_file modules.
No changes to the issue.

I´m really enjoy talking to my self here.

To test CC payments with PayPal in the sandbox, you have to use a credit card number it knows about - not just any dummy credit card.

Additionally, "shouting" doesn't bring anyone's attention to the issue any quicker or make them feel good about finally answering. ; )

The anonymous user issue with PayPal WPS was fixed in Commerce 1.2, so update and you'll be fine. There was already a duplicate issue for this in the Commerce queue, but I don't have the number off the top of my head.

No worries, mate. I know it can be frustrating, and my payment modules have been languishing for a while. Working through all 3 now.
