Inaccurate description for freetagging fields

We've disabled the "Tagging" widget module in Commons on new installs, but left in place description text for the freetagging widget that is now inaccurate for fresh installs, since we're not actually using that widget. The inaccurate text reads, "Press enter or click '+' between tags."
